aprovadas na ALE-RR facilitam acesso de vítimas de violência doméstica a
programas sociais

A Assembleia Legislativa de Roraima (ALE-RR) desenvolve um
trabalho crucial de enfrentamento da violência contra a mulher no Estado. Somam-se
ao Centro Humanitário de Apoio à Mulher (Chame), iniciativa da Secretaria
Especial da Mulher, as leis que priorizam as vítimas em programas sociais do
governo.

O objetivo dos textos é facilitar o acesso aos serviços,
tendo em vista a condição de vulnerabilidade social e econômica em que muitas
delas se encontram. A dependência financeira em relação aos agressores é uma
das barreiras enfrentadas para romper o ciclo de violência. Por essa razão, as
leis surgem com o objetivo de dar autonomia para essas mulheres.

Presidente do Poder Legislativo, o deputado Soldado
Sampaio (Republicanos) afirma que a dignidade humana deve ser priorizada nesses
casos, e as leis estaduais surgem como mecanismo facilitador em meio ao cenário
de violência, garantindo acesso à moradia, por exemplo. Ele reforçou que o
combate a essa triste realidade é uma das bandeiras mais fortes na Casa
Legislativa.

“Ter os textos aprovados pelos deputados e sancionados
pelo Poder Executivo permite que essas mulheres busquem seus direitos e
reestruturem suas vidas. Sabemos as dificuldades enfrentadas por elas, a partir
dos relatos que recebemos no Chame, para se libertarem dos relacionamentos
abusivos. Por isso, o parlamento continuará fortalecendo as políticas públicas
em prol dessas vítimas, para que tenham uma vida digna e sejam felizes”,

Conheça
as leis aprovadas
enbsp;
São ao menos oito leis que tratam diretamente das
prioridades e benefícios para as vítimas de violência doméstica. Duas delas
abordam a Carteira Nacional de Habilitação (CNH), documento que pode ser obtido
de maneira gratuita. A CNH Cidadã, já em prática pelo Departamento Estadual de
Trânsito de Roraima (Detran), por meio da Lei nº 1011/2015, foi
modificada no ano passado e passou a priorizar as vítimas de violência
doméstica e familiar. A iniciativa é de autoria do deputado Jorge Everton
(União).

Já a Lei nº 1943/2024
refere-se à CNH Social exclusivamente para esse grupo, funcionando como uma
espécie de reforço à proposta já existente. O texto também permite que as
vítimas que tenham CNH nas categorias AB podem mudar para as categorias D e E.
A autora do texto, deputada Joilma Teodora (Podemos), escreveu que a carteira
de motorista é uma “forma de fomentar a possibilidade da independência de todas
essas mulheres, até então completamente dependentes dos seus algozes, e que,
por esse fato, deixam de denunciar seus agressores”.

isenção no pagamento de inscrição em concurso público

O mesmo grupo tem direito a não pagar a taxa de inscrição
em concursos públicos. A previsão está na Lei nº 1852/2023 e a
garantia vale tanto para cargos em certames públicos quanto em seletivos para
vagas temporárias. O texto permite às vítimas conseguirem sua autonomia e
liberdade financeira, de modo que o pagamento de tais taxas não seja mais um
obstáculo para realização desse sonho.

Proposta pela deputada Aurelina Medeiros (Progressistas),
a Lei nº
1987/2024 estabelece que as vítimas de violência doméstica e
familiar que tenham tido o RG ou carteira de trabalho destruídos pelos
agressores sejam priorizadas imediatamente na emissão de novos documentos. Por
força do texto, as mulheres não precisam marcar consulta prévia, bastando
apenas apresentar um boletim de ocorrência, medida protetiva ou um
encaminhamento da unidade de proteção às mulheres.

Três leis estaduais versam sobre o tema da moradia. As
Leis nº
1553/2021, da ex-deputada Yonny Pedroso, e 1600/2021, do
ex-deputado Evangelista Siqueira, estabelecem porcentagem específica para que
mulheres sejam priorizadas em habitações sociais do governo de Roraima. Já a Lei nº 1408/2020 autoriza
o Estado a criar um aluguel social para as vítimas de violência doméstica e
familiar, que deve corresponder a meio salário mínimo vigente, pago por 12
meses.

Há ainda a Lei nº 1690/2024, da
parlamentar Joilma Teodora, que cria três níveis de prioridade na seleção de
mulheres no Sistema Nacional do Emprego em Roraima (Sine-RR): alta, quando se
tratar de vítima com criança em idade escolar; média, para mulheres que não
sejam mães, mas que têm pessoas que dependem financeiramente delas; e baixa,
quando não se encaixar em nenhuma das prioridades anteriores. A prioridade de
que trata o texto diz respeito apenas ao encaminhamento para as vagas de trabalho.

Leis
explicadas no Chame

Os textos, muitas vezes, são desconhecidos pelas vítimas
de violência física, moral, psicológica, patrimonial ou financeira. Por essa
razão, as equipes do Chame, durante os atendimentos jurídicos, psicológicos e
sociais, explicam e expõem os textos para que as mulheres tomem conhecimento e
busquem auxílio para obter a efetivação desses direitos.

“Muitas leis priorizam essas mulheres nesses programas
sociais do governo. Estamos sempre acompanhando as discussões na Casa para
atualizar nossa lista de leis e orientando cada uma delas. Quando uma mulher
vítima de violência chega aqui, nós a acolhemos e falamos das leis aprovadas na
Assembleia Legislativa, feitas para beneficiar essas mulheres”, reforçou a
diretora da Secretaria Especial da Mulher, Glauci Gembro.

A secretaria também leva a Lei Maria da Penha para as
escolas estaduais, com o intuito de alertar os jovens sobre relacionamentos
abusivos e o que fazer em caso de violência. No último ano, 8 mil estudantes de
mais de 40 escolas foram alcançados pelas palestras informativas e
orientativas.

A Secretaria Especial da Mulher funciona na Avenida Santos
Dumont, nº 1470, bairro Aparecida, zona Norte de Boa Vista. Lá, as vítimas têm
acesso a serviços psicológicos, jurídicos, sociais e podem participar do Grupo
Terapêutico Flor de Lótus, com foco na saúde mental. O espaço também atende
homens condenados pela Justiça estadual em processos de violência contra a
mulher, para que repensem seus comportamentos. A unidade ainda acolhe quem
deseja participar de maneira voluntária.

No Sul de Roraima, há um núcleo do Chame em Rorainópolis,
com os mesmos atendimentos. O prédio fica na Avenida Dra. Yandara, nº 3.058, no
Centro. Quem preferir, pode acionar o ZapChame, por meio do número, (95)
98402-0502. O telefone vale para todo o Estado e integra uma rede de apoio de
enfrentamento da agressão contra o público feminino.
